Related services help a student benefit from special education. They may include therapies, transportation, and other individually needed services. Supplementary aids and services support participation with students without disabilities to the maximum extent appropriate.
The useful question is not simply the agency's label, but what the student needs and how the program will address it. If a therapy is called “complementary,” ask about its connection to educational needs and the basis for approval or refusal.
Compare the specialist's report, IEP team discussion, and final IEP. A recommendation must be considered but does not automatically guarantee a particular method. Decisions should be individualized and documented.
The answer for your situation depends on the facts and records. An inquiry does not suspend legal deadlines or guarantee that the office will accept the case.
