Prior written notice explains a proposal or refusal concerning identification, evaluation, educational placement, or FAPE. Federal rules require it a reasonable time before the action covered by the rule.
It should explain what is proposed or refused, why, the information relied on, and alternatives considered and rejected. It also addresses procedural safeguards and assistance, in language the family can understand.
An informal conversation does not necessarily replace this explanation. Identify the decision and request written notice. Federal law does not set a universal five-day deadline before every IEP team meeting. A practical request for advance documents is different from a legal deadline.
