Law 51-1996 organizes comprehensive educational services and interagency coordination. It operates alongside IDEA: local and federal requirements should be examined together.

Starting provisions

Article 4 recognizes appropriate education in the least restrictive placement, timely evaluation, confidentiality, and participation. Part B addresses parental guidance, records access, and program collaboration. Article 7 assigns agency responsibilities.

Using it in a request

Identify the service, responsible agency, and relevant provision. Bring the IEP, evaluations, and communications to explain the specific need. Merely naming a statute does not identify the obligation you believe was violated.

Services and placement

Article 2(2) links necessary assistive technology to the placement agreed in the IEP and includes consent and due-process protections. If an essential support is to be separated from the program, request explanation and individualized review. We can assess these protections together with IDEA.

The answer for your situation depends on the facts and records. An inquiry does not suspend legal deadlines or guarantee that the office will accept the case.
